Стратегічне планування інтегрованого розвитку міста: від концепції до практичного втілення

Abstract

У статті досліджуються сучасні аспекти забезпечення сталого розвитку територій в умовахзмін. Автори акцентують увагу на питаннях розвитку міста як провідної форми адміністративно-територіальної та соціально-економічної організації сучасного суспільства.Визначено, що основу сталого розвитку міста покладено цільові орієнтири територіальноїорганізації: підвищення соціальних й економічних можливостей задля забезпечення добробуту мешканців; забезпечення екологічної безпеки та раціонального природокористування; оп-тимальне врахування економічних й екологічних інтересів. Розглянуто засади стратегічного планування територіального розвитку та охарактеризовані методичні, практичні та організаційні аспекти інтегрованого розвитку міст України, що спрямовані на вирішення проблем економічного, соціального та екологічного характеру. Розкрито особливості реалізації концепції інтегрованого розвитку на прикладі м. Полтави. Відображено ключові напрями розвитку міста в межах сформованої концепції та охарактеризовано цілі розвитку в розрізі окремих сфер.

It was determined that the basis of the sustainable development of the city is laid by the target orientations of the territorial organization: increasing social and economic opportunities to ensure the well-being of residents; ensuring environmental safety and rational nature management; optimal consideration of economic and environmental interests. Local development is characterized by a complex of various spatial, economic, social, cultural-spiritual, ecological and other factors that must be taken into account in the process of territorial planning. Ukrainian cities cannot always fully utilize their potential for integrated development, in particular, due to the lack of a formed understanding of this concept and a strategic vision of urban development by state authorities and local governments. The principles of strategic planning of territorial development are considered and methodological, practical and organizational aspects of the integrated development of Ukrainian cities aimed at solving economic, social and environmental problems are characterized. The peculiarities of the implementation of the concept of integrated development on the example of the city of Poltava are revealed. The key directions of the city's development within the framework of the formed concept are reflected and the development goals are characterized in terms of individual spheres. The "Poltava 2030" concept defines six key areas of activity, which offer approaches that will allow to best meet the needs of current and future residents in comfortable and safe living, movement, employment, a healthy and attractive environment, fresh air and clean water, and full recreation etc. In accordance with the vision of the development of Poltava, the special characteristics of the city, identified weaknesses and strengths, strategic goals were formulated, the content of which corresponds to the vision and outlines the following directions of the city's development: a city with diversified environmentally friendly production; the city of applied sciences, education, knowledge economy and creative industries; a powerful regional center and center of Ukrainian culture; attractive tourist destination, recreation and rehabilitation center; a city for a comfortable life.
